LIBLAW is Liberia’s premier legal tech firm, the ultimate in legal and social science research in Liberia, and an aspiring thought leader in West Africa. Founded in 2021, the goal of LIBLAW is to produce cutting edge products through a combination of technology, world-class analysis, and local context.
We aspire to provide timely and high quality legal and social research products that inform decision-makers at the highest levels nationally and internationally. In addition to locally-based experts, our pool of internationally-based experts provide rich and diverse insights on contemporary advances in social science, law and jurisprudence across the sub-region.

GERALD D. YEAKULA, ESQ., BSC, LLB, LLM

Gerald D. Yeakula is an acclaimed researcher scholar, and a seasoned attorney. As a Senior Partner at LibLaw and is responsible for planning the overall strategic direction of the organization. Yeakula has gained significant experience in the legal non-profit sector, particularly in the area of corruption and human rights. He is a candidate for the Doctor of Laws (LL.D) degree at the University of Pretoria in South Africa. He holds a Master of Laws (LL.M) degree in Human Rights and Democratization in Africa from the University of Pretoria, a Bachelor of Laws (LL.B) degree from the Louis Arthur Grimes School of Law, University of Liberia, and a Bachelor of Science (BSC) degree in Economics from the University of Liberia.

MANAGING PARTNER

WINDOR DORBO TAPLAH, ESQ., BSC, LLB, LLM

Attorney Windor Dorko Taplah serves as Managing Partner here at LibLaw. In that position, Attorney Taplah is responsible for the development of LibLaw’s overall strategies and implementation plans. She draws on organizational model, strategic analysis and planning, data and developing LibLaw as a viable business and competitive professional service provider.

Before coming to LibLaw, Attorney Dorko Taplah gained experience working in the international non-profit sector as well as local non-governmental organizations in a brief period in the public sector.

Attorney Dorko Taplah earned her LL.B degree from Louis Arthur Grimes School of Law, University of Liberia; a Master of Public Policy (MPP) from the National Graduate Institute for Policy Studies, Tokyo, Japan; a Bachelor of Economics (BSc) from the University of Liberia; and Post Graduate Diploma (PGD) in Research Methods and Skills from the Maastricht School of Management, Maastricht, Netherlands. Outside of her professional environment, Attorney Dorko Taplah devotes herself as a vocal advocate with keen interest in philosophy, personal development and technology.

MANAGING DIRECTOR

KIM A. HARRIS, ESQ., BBA, LLB, LLM

Counselor Kim Harris is a veteran and managing director at LibLaw. She has over 15 years of professional experience in general administration and human resource management within the public and private sectors. She is responsible for coordinating and directing business operations.

Attorney Harris holds a Bachelor of Business Administration (BBA) degree in Management from the Don Bosco Polytechnic, a Bachelor of Laws (LL.B) degree from the Louis Arthur Grimes School of Law, University of Liberia, and a Master of Laws (LL.M) in Labor Law and Employment Relations from Tilburg University in the Netherlands. Her professional training includes Policy Analysis Formulation and Implementation, Introduction to the Future of Labor Law (Innovate Work and Law Institute), National Human Resource Management and Development.

Counselor Harris has conducted desk reviews of National Labor Laws including the Decent Work Act, Civil Servants Ordinance and related policies relevant to International Labor Institutions. She is also engaged in litigation and research. She has also conducted training sessions on violence and sexual harassment in the workplace. Attorney Harris believes in teamwork and commitment.
